ILEC / CLEC

In the telecommunications industry there are two types of “regulated” telecoms. CTC has companies that are both.

Incumbent Local Exchange Carrier (ILEC) – This is the fully regulated telephone company in a given territory. A community can only have one ILEC. It is regulated by both the state and FCC.

Competitive Local Exchange Carrier (CLEC) – This is a partially regulated telephone provider.

Neither LEC has anything to do with broadband or video services, only voice.

Columbus Communications Services, LLC is the ILEC for Columbus, Kansas.

Fiber Communications of Columbus, LLC is a certificated CLEC that is permitted to provide voice services anywhere in the state of Kansas that is currently served by a cost-cap carrier. The primary cost-cap carriers are AT&T and CenturyLink.
